Council flats are generally though not exclusively for the poor, the unemployed and lower working class people.  Many tenants get help towards the rent and heating via certain welfare benefits that include Housing benefit, council tax benefit and tax credits. In order to live, those that are unemployed or are paid low wages or are on a minimum wage as well as those working on so-called zero hours contracts, Unemployment benefit, Income support and Incapacity benefit pays a basic amount of money - a living allowance - depending on the individuals particular circumstances. This ground floor flat although having signs of being in need of a lick of paint has had new (plastic) double glazed windows put in courtesy of Southwark council
