Attached to his right wrist is a blue band. This is a compulsory identifier all homeless people have to wear. It was mooted at one point compulsory RFID chips should be used which could better monitor each homeless person around England's cities but objections from Human Rights groups and the public put this on a temporary hold but it is hoped one day all the population of Britain will be chipped like mans best friend.  The band seemed a less controversial method of keeping tags on the shunned in society even though it has much the same capability of a radio frequency identifier except it isn't injected under the skin of a citizen
